Herein lies one paradox                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         and challenge for e-democracy.  Setting agendas and leading active citizenry.  As much as we idealize the notion of millions of citizens spontaneously organizing via the Internet and pushing for social and economic change, the relaity is that to be effective requires charismatic leaders, defined agenda, AND the tools to execute.

Yes, the large protests against the war in Iraq were evidence that the Internet could help mobilize millions of individuals, but a small group of a few individuals had to lead and plan.

eDemocracy will still require leadership, and will empower those who step forward (who can be any one of us at any time) to do more by organzing and educating more people, more quickly.
